The National Defense Authorization Act (NDAA) enacted by President Barack Obama on New Year’s Eve included spending limits for several biodefense programs. While the Chemical and Biological Defense Program saw its authorization trimmed by 5%, largely reflecting program delays, NDAA approved $259.5 million for the Cooperative Biological Engagement Program (CBEP). The increased budget reflects an expansion of the program’s activity and geography, moving beyond the countries of the former Soviet Union into parts of Asia and Africa. But that expansion worries the House of Representatives, which persuaded the Senate to allow CBEP only 80% of its funding pending more details on the expansion.
